Mixed incentives: Adopting ICT innovations for transparency, accountability, and anti-corruption

This research paper raises critical questions to consider when seeking positive anti-corruption impacts from ICTs. First, it makes an overview of the different ways ICTs can be applied to anti-corruption efforts, distinguishing ICTs that support “upward transparency”, such as citizen reporting channels, from the ones that support “downward transparency”, such as transparency portals and open data portals. Then, it describes the different incentives that the implementation of anti-corruption ICTs can generate for governments. The paper concludes on the impact of citizen engagement on the success of anticorruption ICTs in a local context.
