Vertically Integrated Policy Monitoring: A Tool for Civil Society Policy Advocacy

This article describes to what extent vertical integration in public policy monitoring is crucial to strengthen civil society advocacy strategies. The author defines vertical integration as the systematic and coordinated monitoring of the performance of public policies and elite actors at all the levels of decision making: local, national and transnational levels. It allows civil society to better identify the issues that prevent public decision making from reaching its objectives, which helps civil society to target its strategies more precisely. This not only strengthens civil society monitoring of public policies, but also offers opportunities for civil society advocacy strategies to gain credibility and leverage.
